    Many groomers have been told by Empire State Development that they can provide grooming where it is "medically necessary". They have been asking veterinarians for letters to say that grooming is medically required for specific animals.

    We asked the State Department of Education about this, and their response is:
    "Veterinarians should not be referring medically necessary treatments to unlicensed personnel."

    It is possible that the people at Empire State Development who gave the directions to groomers had not checked in with the licensing authorities.
